Yes, Apple should sell a $99 iPhone

It's just a rumor at this point, but the usual anonymous tipsters have told the Boy Genius Report that Apple is planning to sell a $99 iPhone at Wal-Mart. There's been some debate about whether this would be a good idea for Apple. One financial analyst ran the numbers and believes that Apple would double or triple sales while still maintaining very healthy margins of more than 40 percent. Other onlookers have noted that Apple does not typically play the low-cost high-volume game; it certainly made fools of any suckers who believed the $800 laptop rumor.

I'll throw my hat into the ring and say that a $99 iPhone would be a great idea. Why?

1. The smartphone market is new(er). Laptop computers have been around for more than a decade and have practically become a commodity, as evidenced by the recent rise of sub-$500 Netbooks. The typical way to compete in a commodity market is by ruthlessly slashing expenses and competing on price. But the better way--if you can swing it--is to break out of the commodity ghetto and position your product as a luxury exception. That's exactly what Apple has done, largely by way of design. (You can argue the merits of OS X versus Windows all you want, but there's no arguing that OS X has a simpler--not necessarily "easier"--and therefore more elegant appearance.)

But smartphones are still a relatively green market. Yes, we've seen "feature phones" capable of running simple applications like games for some time, but true smartphones--with large displays, sophisticated user interfaces, and the ability to run multiple types of computer-like applications--are still rare outside the business world. If Apple can compete aggressively on price now, it could dominate the consumer smartphone market, just as it dominates the MP3 player market today. Once that happens, all sorts of interesting long-term revenue possibilities open up--App Store revenue could become significant with 50 million iPhones out there, not to mention upgrade cycles, attached devices and services, and the "halo effect" on Apple's other products.

2. The competition is behind. As today's Gartner report on smartphones makes clear, the competition is in disarray. Nokia/Symbian's market share showed an annual decline for the first time ever in the third quarter because of a lack of competitive touch-screen devices. Windows Mobile fell behind the iPhone in North America. And while Research In Motion is also growing, its entrant in the touch-screen race, the new Storm, has been met with a decided "meh" or worse.

None of these competitors is standing still. Nokia's got its Ovi Internet services online and is unveiling touch-screen devices left and right; Microsoft's busy at work on Windows Mobile 7, which will almost certainly incorporate music functionality from the Zune and design and other features from Danger. And the Storm won't be RIM's last effort at a touch-screen phone.

3. The economy. Times are hard. Apple's got a backlog of 2 million iPhones in the channel, according to that Gartner report. RIM just downgraded expectations for its third quarter. What better way to dominate than by being the low-price leader and creating the product with the most mainstream appeal? It sure seems to be working well for Nintendo.

By striking now, the iPhone could become "everybody's" first smartphone. Five years from now, it could be as synonymous with smartphone as iPod is with MP3 player.

Apple App Store tops 10,000 applications

Apple has announced catalog and download numbers for iPhone applications in the form of a full-page ad that ran in Friday's edition of The New York Times and The Wall Street Journal.

The ad, which can be seen after the page break, boasts that more than 300 million applications have been downloaded from a catalog that now tops 10,000 different apps. That information confirms recent reports on the total number of available programs. Still missing, however, is any sort of breakdown on how many of those 300 million downloads were free versus paid applications.

As Apple pointed out in an e-mail to CNET News, the App Store launched in early July with just 500 applications, and has reached the 10,000 benchmark in less than half a year.

The ad, which appeared in several major newspapers Friday, showcases several popular apps, as well as indicating the size of the App Store.

Microsoft exec: Windows 7 is no service pack

Microsoft is attempting a challenging task with its positioning of Windows 7. The company is trying to make the case that the product won't break things that work with Vista, but at the same time trying to convince users its a worthy upgrade.

Bill Veghte, the senior vice president of the Windows business put it this way in a speech to investors on Wednesday:

"It's a minor release when it comes to incompatibilities," he said, adding that most applications and hardware that worked with Vista should work just fine in Windows 7. At the same time, Veghte tried to make the case that Windows 7 will nonetheless be a significant step forward.

"There are plenty of great things in there that make it much more significant than a service pack," Veghte said. In addition to improving some of the annoyances of past releases, such as slow boot time, Veghte pointed to new features that make it easier to connect to both home and business networks.

"In Windows 7 there's a capability called Direct Access," Veghte said, that allows users to more easily connect to their corporate network. "You no longer have to VPN in," he said.

Windows 7 also adds an improved taskbar for managing multiple windows as well as support for multitouch--assuming one buys a touch-screen computer. But it is clear that one of Microsoft's biggest challenges with Windows 7 will be to convince users that it is an important upgrade.

One indication of just how neatly Microsoft is trying to thread this needle is the fact that the server unit is saying its version of Windows 7 will be a minor release. The product that had been code-named "Windows 7 Server" is getting the designation Windows Server 2008 R2. The "R2" designation has in the past been used for very minor updates to Microsoft products.

Veghte was asked about things like how many versions of Windows 7 there will be and about pricing, but offered no new detail there. The company released a pre-beta version of Windows 7 for developers at two conferences earlier this year, with a broader beta scheduled for early next year, followed by a release candidate. There are some indications that January may be the timing for the beta.

As for the final release, Microsoft's internal goal has been to get it out next year, although its public target has been for release within three years of Vista's January 2007 mainstream launch. Veghte appeared to give even more wiggle room on Wednesday, though, saying its goal was a release to manufacturing (as opposed to a formal launch) by January 2010.

Central Highlands hosts tea festival

Central Highlands hosts tea festival



The Central Highlands province of Lam Dong kicked off its second annual tea festival Thursday in Bao Loc Town.

The event, which runs until Sunday, aims to introduce visitors to the 80- year-old tradition of tea growing in the area.

Festival-goers can participate in several educational and cultural events including a tea-making contest and tea trivia.

A conference will take place at the festival to instruct local farmers on how to grow tea following international “good agriculture practice” standards.

A seminar will be chaired by the Vietnam Tea Association and include information about new technology and processing methods in regional countries.

The first tea festival was held in Lam Dong Province’s Da Lat Town in 2006.

December 2, 2008 If center-hub steering like that found on the Bimota TESI 3D isn't radical enough for you, perhaps this'll do the trick: Tier Motorsports have released a set of concept illustrations featuring a Yamaha R1 that's been modified with a single-sided front swingarm. The aim of the design is to provide a completely vertical steering axis for the front wheel, making for a much more direct and responsive steering effect than is possible with angled forks - and the idea also opens up the possibility of virtually frameless bikes, in which both the front and rear swingarms mount directly from the engine and no heavy steering stem/headstock is needed. Fascinating stuff.

Telescopic forks, which have become by far the most common front-end suspension solution on modern bikes, are far from a perfect design. Their angle and leverage exert powerful forces on the steering head of the frame, necessitating heavy, reinforced frames. They cause the bike to dive forward under braking forces, changing the steering geometry and reducing the suspension travel available to deal with bumps and maintaining traction.

Motorcycle buyers, however, have generally resisted change to the trusty forked front end. BMW's telelever front suspension has been the only commercially successful alternative in recent years - and possibly mainly because its workings hide behind the bikes' bodywork and the system looks pretty much like a set of forks. It does an admirable job of separating braking, suspension and cornering forces.

The hub-center steering employed on the Yamaha GTS1000, and more recently the Bimota TESI 3D and Vyrus 985, employs a front swingarm suspended by a monoshock - a similar arrangement to what you'd usually find on a rear wheel. The difference is that the wheel hub tilts back and forth on a central pivot, pushed by two large steering arms that are operated by the handlebars. By all accounts it provides an uncanny ride experience with huge mid-corner front end confidence and exceptional performance on the brakes deep into a corner.

This latest design from Tier Motorsports re-envisions the hub-center model using a single sided front swingarm and a four-bar tilting mechanism in the hub that allows the wheel to pivot on a perfectly vertical axis for maximum responsiveness to steering inputs. Presented here as a Yamaha R1 mockup, the system could bolt straight in to modified engine cases, removing the need for a strong, heavy frame at the front end of the bike.

Otherwise, the system should enjoy most of the advantages of hub-center arrangements as well as their drawbacks - high costs, limited steering lock, and a perception among the oddly conservative motorcycle market that it doesn't look like a 'real bike.' Still, these striking mock-ups certainly stir the imagination and it would be great to see what designers could do with the concept given a blank sheet. Here's hoping the Tier Motorsports system makes it up to and through the prototype stage so we can get a closer look.

December 4, 2008 The concept of incorporating secondary last-few-miles transport in a motorhome starts with a fold-up bicycle, steps upwards through a motorcycle riding piggyback and we’ve occasionally seen a full blown car being towed behind the largest beasties. So we were blown away when we saw the latest from German Motorhome specialist Volkner Mobil at the recent Caravan Salon in Dusseldorf. Volkner has been using CAD for more than two decades in tailoring its extraordinary high-end vehicles for those who insist in living in luxury no matter what. In order to fully cater for this elite clientele, it has created (and patented) a central garage concept that allows a luxury sports car to be ingested by the bohemoth, so that when you get there, you'll want for nothing (check out the gallery). Volkner began been building the motorized garage into its high end Performance models in late 2006 and has now built motorhomes capable of swallowing whole Porsche 911s, Jaguar XK8 Cabriolets, BMW 6 Series Cabriolets, Maserati Quattroportes and this Mercedes Sports.

The electrohydraulically extendable car draft used to gently lift the car inside its snug metallic womb can be used to also load, stow and unload other gear such as an entire kitchen setting and apparently several customers have opted to have the draft tiled so that when extended, it can be used as a comfortable terrace for el fresco dining anywhere you might choose. There’s also an integrated blind and an extendable gas grill.

The gourmet internal kitchen has only one glaring weakness – there is no built-in chef. The large work surfaces can be appointed in granite, the cupboards and cabinets would do any pharmacist proud, and there’s nothing missing in terms of cooking facilities (there’s a microwave , a baking-oven and a dishwasher) and the inclusion of a washing machine for clothes means that even if you do go completely bush, you’ll want for nothing.

We could go on and on – the bathroom is fitted with a massage shower equipped with several programs and the vehicle's under-floor heating even covers the shower floor so that if you choose to live temporarily in a very cold climate, your tootsies won’t get cold when you have your morning shower. The bathroom can be created from any of the common luxury materials such as ceramic, granite, marble … and there are heated towel racks and an integrated vehicle-wide sound system.

If you haven’t gathered by now, the Volkner Mobil Performance, which is the flagship of the company’s offerings, is a vehicle of superlative appointment and functionality.

Most appealing of all, the Performance can be fitted for complete off-the-grid luxury living in quite remote locations – it can carry 1000 litres of fresh water and fitted with a 1360 Ah battery.

In the propulsion department, the vehicle can be fitted with a 338 KW (460 bhp) engine and comes standard with the company’s i-SHIFT gear. Everything an unreasonable person could reasonably expect is available, and almost any configuration can be supplied, any décor or materials can be provided and for the driver, the dashboard looks like it has been lifted from an AirBus and the seat comes with pneumatic cushioning and level control designed specifically to match with the Performance's independent suspension.

In regard to storage, you can probably take along anything else you might need – including all the clothes and gear you might need for any situation, not to mention a Mercedes (or Porsche) sports car for comfortable transport in any location.

The price varies with the features and functionality … but the old adage applies. If you have to ask how much it costs, you probably can’t afford it.

December 5, 2008 To celebrate its 85th anniversary, Finnair has served up a blue-sky vision of what the next 85 years of aviation could hold. Concentrating mainly on potential developments in environmentally friendly technology and lightweight material, the Departure 2093 website lists five aircraft that could grace our sky later this century.

The A600-850 M resembles a normal plane that has been squeezed in Photoshop until it takes on the proportions of a dart, complete with needle-thin nose. The plane is described as a “zero-emission supersonic aircraft,” with the speed and efficiency attributed to the super-light nanoceramic material used to construct the fuselage. The design is obviously an extrapolation of the recent trend to use carbon composite materials in aircraft design – however, while they do create lighter and stronger airplanes, a zero-emission vehicle would necessitate drastic changes in the energy used to power aircraft. For the fuel of the future, Finnair nominates three contenders that could make zero-emission planes like the 850 M a reality – solar, biofuel, and hydrogen.

The efficiency of the 850 M is also improved by the partly elastic wings, which adapt to flight speed and weather conditions. Solar panels on the exterior of the plane provide the electricity for passenger amenities, including the very futuristic-sounding 20-inch 3D display.

The description of passenger comfort is predictably Utopic, with intelligent seats monitoring pulse rate, blood pressure and body temperature, as well as giving out free massages. Once again though, the projection has seeds in present-day emerging tech, this time in the field of smart fabrics.

The 126.30m A600-850 M has a wingspan of 60.70m and seats 600-850 passengers. The maximum take-off weight is 310,000kg and the cruising speed is mach 4.5.

Another “zero-emission” aircraft, the A600-850 took its design cues from the ship from The Fantastic Voyage. Like the 850 M, it can fit 600-850 passengers, but is designed for smaller trips. The 81.70m craft has four engines, which can be turned horizontally by 26 degrees and vertically by 55 degrees. The engine configuration is key to the aircraft’s most interesting feature – vertical take off. VTOL is currently a prized feature in military craft, increasing maneoverability and decreasing the amount of space required on the ground. Finnair believes that vertical takeoff will be incorporated into the passenger plane market.

As with the previous hypothetical plane, solar panels cover the outer surface of the 850, and all materials are 100% recyclable. The maximum take-off weight is 322,000kg, the cruising speed is 890km/h, and the maximum cruising level is 13,800m.

Featuring an ATI Mobility Radeon HD 3870 graphics card with 512MB dedicated memory and DVI-I and HDMI outputs, it's enough to turn your laptop into a quad-screen-pushing, Crysis-playing beast.

Well...it would be, if it was designed to work with anything other than Fujitsu Siemens' own Amilo Notebook Sa 3650. Which rules out a majority of the audience who might actually want one of these things. Bit of a shame, really.

December 5, 2008 The new James Bond adventure Quantum of Solace features several cameo appearances from Eco friendly Fords. The film's leading lady Camille makes her entrance driving a Gold 2009 Ford Ka while James Bond gets behind the wheel of a hydrogen-powered Ford Edge in pivotal scenes of the new action film.

The opening car chase features the familiar Bond mobile an Aston Martin DBS that comes standard with 510 horsepower, tops out at 191 mph and gets 13 mpg. The V12 note is unmistakable and the gas guzzling undeniable. It continues a fine tradition for Astons that began with the awesome DB5 in Goldfinger and continued through some of the best Bond films, including Casino Royale.

Ford Ka EV

The film's leading lady Camille, played by Olga Kurylenko, makes her entrance is the new for 2009 model Ford Ka. The film premier coincided with the 2008 Paris motor show where Ford officially launched the Ka. The 2009 Ka is based on the Fiat 500 platform and built in the same joint venture Polish factory. In Quantum of Solace the Ka is shown with a unique metallic gold paint job and an exclusive exterior graphics and interior trim combination. The Ka goes on sale with a choice of a 1.2-litre 69 HP and 1.4-litre 100 HP petrol or 1.3-litre 75 HP diesel unit but the movie sound effects track strongly suggests this Ka is electrically powered. There are a few other hints such as great acceleration off the line (to dive in front of and just miss being flattened by a truck), the lack of gear changing and total silence when not in motion, all classic EV features. Although there is no confirmation from Ford or any publicly announced production plans for a Ka EV, given the recent bail out hearings and Fords pledge to speed up their EV program it does seem a perfect city car candidate.

Ford Edge Fuel-Cell EV

The Official Ford EVs in the film are the Fleet of Ford Edges owned by environmentalist villain Dominic Greene. The Edge is based on the Ford Edge hybrid concept shown to the press in 2007, the world’s first drivable fuel cell hybrid electric plug-in which combined an onboard hydrogen fuel cell generator with lithium ion batteries. Using a flexible hybrid system that combines a 336-volt lithium-ion battery pack with a hydrogen fuel cell, the Edge is capable of delivering enough power for highway speeds up to 136km/h (85mph), and a range of 362km/h (225 miles) with zero emissions. There is no official word on production of the Ford Edge HySeries Drive at this stage either.

The Edge models featured in Quantum of Solace are merely made up to look like hydrogen-powered vehicles and again the sounds effects are pretty much the only clue the audience is offered. Ford are reputed to have paid about € 22.5 million (USD$28.3 million) to be featured in three Bond movies, Quantum of Solace being the third and final of the deal.

Benedict Radcliffe's "Wireframe Lamborghini"

What you're seeing below is not a computer generated drawing, but a full scale wire-frame representation of a Lamborghini Countach. The installation was created by artist named Benedict Radcliffe. Regular visitors may recall similar installation we covered back in March, called "Wireframed Subaru Impreza" by the same artist we cover today. Lamborghini is the latest in a series of wire cars Radcliffe has completed. It's his most ambitious project so far. Painstakingly crafted from 10 mm steel tubes welded together into that familiar shape we all know and secretly love. Upon close inspection you see fine details in the wheels and the intake gills, even the "Pirelli P7" letters are worked out. The car is currently on display at the Classic Car Club UK, a genius organization with a collection of cars the members collectively drive.

It seems LEGO finally recognized impossible object illusions as another great (optical illusion) way to promote their product. I'd like to think their inspiration came of this website - specially Escher Style category, but it's much more likely they stumbled upon some of Andrew Lipson's work, instead. I liked LEGO very much back being a kid, and have spent hours creating all sorts of incredible structures. I'm sorry it never occurred to me how fun would it be creating something like this. If you like these impossible creations, you'll surely enjoy Lego Venice and these. Have to go now. Cya tomorrow!

Bun goi da (rice vermicelli with broth) is a specialty of the Mekong Delta’s Soc Trang Province.

The local specialty of My Xuyen, a small town about five kilometers northeast of Soc Trang Town, is a delicious dish called bun goi da.

Nobody knows when the dish was invented or who named it but locals of My Xuyen often recommend it to visitors.

I recently tried bun goi da at a small restaurant in My Xuyen. My friend, a local resident, told me this dish was becoming more popular. He said it is now available in Can Tho City at some bistros on Xo Viet Nghe Tinh and Hai Ba Trung streets, and is even on the menu at the city’s luxury restaurant of Hoang Cung (Royal) near Ninh Kieu Wharf, which serves Asian and European dishes.

What makes bun goi da attractive to many diners is its broth with a characteristic sweet taste. Many sellers in Soc Trang say this sweet taste is created by pork and shrimp.

A good bowl of bun goi da must have sweet and pure broth. The broth, with white vermicelli, red shrimp, brownish-yellow slices of pork and green spring onion, makes the dish especially eye-catching.

Spices also make the dish appealing. Most diners believe a small amount of sour tamarind and salty soybean paste is used for its broth. Almost every restaurant in the Mekong Delta serves it with a small bowl of tamarind paste and peanuts. The peanuts, whole or crushed, increase the fattiness of the broth.

Bun goi da should be accompanied only with fresh bean sprouts. The bean sprouts balance the sweet and fatty tastes of the broth, thus making it easier to eat.

In My Xuyen, a bowl of bun goi da is sold for VND8,000- 12,000 (US$0.50-0.80). In Can Tho, it is VND18,000-25,000 ($1.10-1.60) a bowl.

Many now combine visits to remote mountain communities where tourists can interact with locals while learning about the indigenous flora and fauna in the area.

Several local travel companies also focus on trips to national parks and forests where plants and animals are abundant, diverse, colorful and easy to spot with the naked eye.

In addition, primeval forests and minority ethnic villages in the Central Highlands and Vietnam’s northwest are also popular places for trekking adventures. These areas feature diverse scenery, rich ecosystems, and colorful villages of traditional minority ethnic groups.

Tourists can hike through quiet forests and terraced fields on mountainsides, visit small springs, touch rare plants and beautiful wild flowers, and go bird-watching. They can also meet and speak with people of Bana, Ma, J’Rai and H’Mong ethnic minority groups in the Central Highlands as well as the Phu La, Dao, Tay and Nung people in the northwest.

Visitors may also choose a home-stay tour and spend a night at a local family’s home.

The Central Highlands is also home to the Madagui forest, an ideal area for exploring a primeval forest. These woods are part of Nam Cat Tien National Park. Here, tourists can observe a rich ecosystem of flora and fauna, listen to guides speak about animals and plants of the rainforest, and explore caves and springs.

In addition, visitors can camp out, enjoy traditional gong drum shows, drink ruou can (a kind of wine contained in an earthen jar), meet with minority ethnic people, and visit their homes.

The Vietnam-Cambodia visa exemption for ordinary passport holders which comes into effect today will create more opportunity for tourism, local travel agents say.

The director of Lua Viet Company Nguyen Van My said the pact will encourage more Vietnamese to travel to Cambodia.

“The number of tourists from Vietnam to Cambodia will rise about 30 percent as agencies and travelers can now save time and money for visa application at the border gates,” My said.

Nguyen Thi Tuyet Mai from Fiditourist Co. said the company is planning to increase tours to Cambodia from two to three or four per week in 2009.

“If the plan is realized, the number of our customers traveling to Cambodia will double,” Mai said.

Sapaco Tourist also announced plans to increase bus tours between Ho Chi Minh City and Phnom Penh from 10 to 14 trips a day, while trips from HCMC to Siem Reap would run daily.

Regarding Cambodian visitors, My said the number would only rise slightly as the neighboring government’s procedures make it difficult for their citizens to obtain ordinary passports.

Many travel agencies in HCMC had previously operated four-day tours by bus to Cambodia at an average price of US$210-220, including visa application fees, while Vietnamese citizens had to spend $20 to apply for a visa to enter Cambodia prior to the exemption pact.

According to the agreement signed in Hanoi on November 4 by Vietnamese Prime Minster Nguyen Tan Dung and Cambodian counterpart Hun Sen, citizens of both countries with ordinary passports valid for at least six months can stay in the visited destination for up to 14 days without a visa.

Stakeholders suggest ways to meet the challenge of policing the massive area of Ho Chi Minh City’s major campus.

The Vietnam National University Ho Chi Minh City (VNU-HCM) campus needs better security because of rising crime levels in the area.

Nguyen Duc Nghia, deputy director of VNU-HCM told a recent seminar that during the last six months, the university management and local police had cooperated without much success to prevent crimes such as violence and theft that regularly occurred in the complex.

The seminar titled “Security and Social Safety for Students in the VNUHCM University Complex” was organized late last month by VNUHCM management, police of HCMC’s Thu Duc District and adjacent Binh Duong Province’s Di An District where the campus is situated.

Nghia said VNU-HCM did not have adequate security forces to control the vast 644 hectare campus lying between HCMC and Binh Duong. The major part of the complex - 544 hectares - is in Binh Duong Province.

Lieutenant-colonel Tran Nhut Hieu, deputy head of Di An District’s police department in Binh Duong Province, said bag snatching incidents had increased there recently in crowded areas.

Hieu added that motorbike thieves had also started operating in the area. “In only five seconds, thieves could unlock a motorbike and get away,” he said.

According to Trinh Tan Hoai, an official from the VNU-HCM National Defense Education Center, the complex was a favorite venue for criminals when they were released from prison.

Residents won’t move

The management board of the VNU-HCM complex construction project said security was also needed to stop the encroachment of residents and businesses on campus land.

The university complex hosts about 20,000 students from almost all localities nationwide. Nearly 8,500 live in the complex in dormitories and rented rooms, while the rest live in the city, roughly 20 kilometers away, and commute daily.

Many families currently living in the area have refused to move, claiming that the resettlement compensation is too low.

But according to the project management board, most families living in the areas near the universities earn around VND10 million (US$604) a month by providing services to students, and they do not want to lose that income.

In many parts of the complex, residents have illegally built makeshift stores and houses for rent.

For example, in a 5.4-hectare land lot belonging to the International University which is now under construction, about 24 households had illegally built houses to rent.

In another land lot owned by the Coffee Vocational School in Tan Lap Hamlet, families have built stores and houses for rent in a 0.7 hectare area.

In front of the University of Natural Sciences, an unregistered foreign language center was built and started operation while people dumped trash on land belonging to Germany-Vietnam University.

Nguyen Khac Canh, head of VNUHCM department of political and students’ affairs, said that VNU-HCM had known about the security problems for years but there weren’t enough guards to patrol the areas outside the actual schools.

VNU-HCM deputy head Nghia said local police had done little to help because they were cautious about encroaching on the campus’ jurisdiction.

Tran Nam, head of the Students’ Association under the University of Social Sciences and Humanities, said the police and local authorities were too far away from the campus to be able to respond quickly.

Stakeholders discuss solutions

At the seminar, member schools proposed that VNU-HCMC set up security stations manned with students and local police.

Canh said VNU-HCM would allot some VND2 billion (around $120,000) in support of security maintenance.

Lieutenant-colonel Pham Van Sum, deputy head of Thu Duc District’s police department, said his department would consider forming a new taskforce with the support of policemen and construction inspectors to improve security and prevent people from encroaching on land.

A range of measures to make the campus safer were suggested, including: crime awareness classes, a security hotline, a blacklist of dangerous places on campus and name cards for students, teachers and staff to wear.

In addition, the VNU-HCM management was responding to student complaints by cooperating with local urban management agencies and police to install signs banning container trucks over five tons from the complex.

VNU-HCM includes six school affiliates – the University of Social Sciences and Humanities, the University of Natural Sciences, the University of Technology, the University of Information Technology, the International University and the Faculty of Economics, among other research institutes and facilities.

Besides VNU-HCM member schools, the complex also hosts other universities including the universities of security, and agriculture and forestry.

In 2003, the government approved a VND6.8 trillion (now $411 million) mega construction project to build the university campus by 2013.

To date, only 80 percent of the designated land has been cleared, delaying the construction.

People diagnosed with HIV in Vietnam face incredible difficulties but a special club at a Buddhist pagoda in Hanoi makes the road a bit easier.

One cool autumn day in Hoang Mai District, Hanoi, a middle-age man walked up to the entrance of Phap Van Pagoda and leaned against the door post for hours.

The head monk, Thich Thanh Huan, quietly observed this and eventually spoke to the man and invited him inside for a talk. The farmer from northern Thai Binh Province had come to Hanoi to make money as a porter, but instead of finding a job he had started using intravenous drugs and contracted HIV/AIDS.

He was considering suicide when he came to the pagoda to find someone to talk to.

Huan listened to what he had to say, then told him stories about people he knew with HIV/AIDS who were living and enjoying life.

Moved, the man burst into tears and decided to return to his hometown and support his family. He sometimes writes letters to the monk, telling how his life is going.

Since Huan established a counseling club four years ago, hundreds of people with HIV/AIDS have come to the pagoda when they reach a psychological crisis or feel confused.

“I do not tell them [people with HIV or AIDS] what to do - but help them find a way,” Huan says “Only they themselves know what they need.”

Hoping to do something to reduce the stigma of HIV/AIDS and help provide a better lifestyle for sufferers, Huan and several others established the club.

The Huong Sen (Lotus) HIV Counseling Club, is located at the pagoda with more than 300 members who are monks, volunteers and HIV-affected people.

There are 16 key and 40 permanent members help counsel patients and their families about health and psychology with Huan acting as the main consultant. They also take care of patients if needed.

In addition to direct counseling, Huan provides a phone help-line for people from everywhere, such as northern provinces of Bac Ninh, Bac Giang and Hai Duong.

“Every time I counsel them, I feel like a basket of fruit for them to pick from, for what they need,” Huan says.

Real heroes

Huong Sen Club, in fact, was developed from Vi ngay mai tuoi sang (For the brighter tomorrow) Club for drug addicts and people with HIV/AIDS that Huan set up at the pagoda in 2003.

Huan says at first he established the club for counseling only, but as many of the clients lived a long way from the pagoda and others expressed their desire to become monks, he accommodated them and helped addicts rehabilitate.

His rehabilitation program includes two stages with the first stage aiming to provide HIV/AIDS education.

The second stage focuses on strengthening health, learning how to use traditional medicines and practicing Tai chi chuan, according to Huan.

Many of the addicts have managed to recover and volunteer to help Huan run the club.

He told Vietnam News Agency in an interview, “There is no secret to the pagoda’s rehabilitation program except for love, care, sympathy, healthy lifestyle and meditation.”

The club with its simple message of love and hope has attracted many people. Sometimes as many as 25-27 people stay there.

In 2004, Huan decided to divide the club into two parts - Vi ngay mai tuoi sang (For the brighter tomorrow) Club which operates in Long Bien District and Huong Sen Club at the pagoda.

Since then, Huong Sen Club has done exceptional work attracting more members and sponsors from local and international organizations like United Nations Children's Fund (UNICEF).

On his trip to Phap Van Pagoda and Huong Sen Club in 2005 as a UNICEF Goodwill Ambassador, movie star Jackie Chan called the monks at the pagoda “real heroes.”

“You, the Buddhist monks here, are ordinary people who do such wonderful things,” Chan said. “You have helped people in the Lotus Club enjoy exchanges to understand their lives and have a brighter future.”

Recent statistics by the Hanoi Health Department showed the capital has roughly 12,400 HIV-positive people.

As of late September this year, Vietnam had 135,761 people living with HIV, according to the Health Ministry’s figures.

The ministry said more than 41,400 AIDS patients, 83 percent of whom are aged between 20 and 39, have died since the first HIV case was diagnosed in Vietnam in 1990.

Vietnam state investment arm SCIC has sought permission from the government to sell an additional stake in its loss-making budget carrier Jetstar Pacific airlines to Qantas Airways, Tuoi Tre newspaper reported Thursday.

SCIC has asked the government to allow Australian flag carrier Qantas to raise its stake in the low-cost carrier to a maximum 49 percent from the current 18 percent, Tuoi Tre quoted SCIC as

sa]Tg. newspaper did not give an estimated value for the additional stake and SCIC officials were not immediately available for comment.

Qantas acquired the 18 percent stake in Vietnam’s second-largest carrier last April. As of August, Jetstar Pacific has accumulated losses of US$50 million, Tuoi Tre cited a SCIC report to the government as saying.

It attributed the poor performance to high fuel prices earlier this year and foreign exchange fluctuations, noting seat occupancy has averaged above 80 percent.

SCIC, which has a 75.8 percent stake in the carrier, said Jetstar Pacific needed $30-35 million next year to help maintain its services, mainly on domestic routes.

The other stakeholder in Jetstar Pacific is state-run tourism group Saigon Tourist, which has a 6.2 percent interest.

SCIC, or State Capital Investment Corporation, was created in mid-2005 to take capital ownership of thousands of the country’s state-run enterprises.

Qantas and British Airways revealed on Tuesday they were in talks to form a dual-listed airline, which would be worth almost $6 billion at current market prices, as airlines around the world look to cut costs and increase efficiency to cope with a global economic downturn.

Vietnam today will implement Euro II emission standards for all new cars and motorbikes in a bid to reduce air pollution.

Trinh Ngoc Giao, head of the Vietnam Registration Administration, said while new vehicles must conform to Euro II standards, all road vehicles starting today will be subject to a compulsory verification of exhaust fumes emission whenever they undergo maintenance check-ups.

The required check on vehicles’ emissions will not increase the fee the check-up package, Giao said.

He said during the past two years of Euro II standards application in five cities – Hanoi, Ho Chi Minh City, Can Tho, Da Nang and Hai Phong – the new regulation has received support from the public and vehicle owners.

He also said inspectors from his agency would conduct spontaneous probes at local registration stations to verify emission standards and resolve negative issues, if any arise.

Euro II places a cap on emitted sulfur at 0.05 and limits benzene and aromatics content in fuel.

Sulfur is blamed for acid rain and lung problems.

Around 850,000 cars have been registered in Vietnam.

Political leaders urged US President-elect Barack Obama on Wednesday to help forge a new economic order and lead the world out of its worst financial crisis since the 1930s.

Excitement about the election of Democrat Obama as the first black US President was tempered by an awareness of the challenges he faces as the world’s biggest economy labors in recession.

“We need to change the current crisis into a new opportunity. We need a new deal for a new world,” said European Commission President Jose Manuel Barroso.

“I sincerely hope that with the leadership of President Obama, the [US] will join forces with Europe to drive this new deal.”

SEEN FROM VIETNAM

(BLOOMBERG) Nguyen Hoang Hai, Hanoi-based general secretary of the Vietnam Association of Financial Investors, said: “Obama’s victory is badly needed at this difficult time when the world is on the brink of a recession. His victory will give a positive signal to the global financial markets.

“After the failure of the so-called self-adjustment of the free market in the financial crisis, I expect the policies under Obama’s administration will better control the US financial markets.

“A recovery in the US markets will have a positive effect on Vietnam’s financial market.”

Initial market reaction was muted, with economic gloom remaining the major focus. The dollar rose against major currencies following its biggest one-day slide in 13 years.

Asian stocks gained but ended off highs and European shares shed 3 percent. Analysts said a victory for Obama had been largely priced in and concerns about the global economy were paramount.

Obama does not take office until January, leaving outgoing President George W. Bush to host a summit of world leaders in Washington on November 15 to discuss the global financial crisis which has its roots in the collapse of the US housing market.

Rate cuts amid the gloom

That summit will tackle new ways to regulate the world’s financial sector as the world heads into recession.

Governments and central banks are trying to soften the impact of the downturn with cheaper lending and stimulus measures, which have already amounted to around US$4 trillion.

Germany’s cabinet approved a package of measures to give Europe’s biggest economy a 50 billion euro ($64.2 billion) boost and protect about one million jobs, a government source said.

The plan is designed to help ordinary Germans after the government introduced a 500 billion euro bank rescue package to help restore confidence in the financial system last month.

It includes extra funds for small and medium-sized firms to borrow, tax breaks on new cars and funding for infrastructure projects and building work.

Gloomy data from Britain and the 15-nation euro zone added to expectations of hefty interest rate cuts on Thursday.

British manufacturing output fell for the seventh month and by much more than expected in September to mark the longest stretch of monthly declines in 28 years. In the euro zone, service sector activity touched a fresh decade low in October.

The Bank of England and the European Central Bank (ECB) are expected to cut their rates on Thursday by at least 50 basis points, having cut four weeks ago as part of a coordinated round.

Bank of Japan Governor Masaaki Shirakawa said risks of economic weakness remained the bank’s main concern in the face of the global financial crisis, but warned that too big a cut in interest rates in Japan could distort the market.

Treasury tasks

Obama will move quickly to appoint his top team.

The next treasury secretary, who could be named within days, will inherit one of the hottest seats in Washington, faced both with piloting a $700 billion bailout package and the regulatory reform needed to prevent a repeat of the crisis.

The short list likely includes former Treasury Secretary Lawrence Summers, ex-Federal Reserve Chairman Paul Volcker and Timothy Geithner, president of the Federal Reserve Bank of New York.

Obama, whose popular support strengthened on perceptions that he has a better grip on the economic crisis, has advocated a second government stimulus package worth $175 billion that would include money for investments in infrastructure as well as another round of tax rebates.

Payback time?

The financial crisis, which stemmed from a US housing market collapse, has redrawn the banking landscape and authorities are pushing for changes to its corporate culture.

Swiss bank UBS AG said its chairman and board may repay previously granted bonuses as part of a report on pay at the company due at a shareholder meeting later this month.

BNP Paribas, France’s biggest bank by market capitalization, said third quarter net profit more than halved due to higher provisions tied to the financial crisis.

Italian Prime Minister Silvio Berlusconi said the government was working on support for banks, families and businesses. The support plan for banks is not yet definitive, while the only certainty is 16 billion euros ($20.1 billion) for infrastructure, he told reporters on the margins of a trade show.

Car dealers had great expectations for this year but sales have been slowed by economic conditions.

Higher auto import taxes combined with sky-high lending interest rates have bitten the auto business this year, leaving dealers with packed showrooms but few customers.

The tax on imported new cars was increased twice in April, from 60 percent to 70 percent and then to 83 percent.

Concerns about further increases in imported duties saw domestic car traders rush to import autos, pushing the volume of imported vehicles up to 42,000 units in the first six months of the year, 50 percent more than the imports for all of 2007.

But banks’ tighter credit policies meant car dealerships have not been achieving the sales they were expecting.

The government planned to raise registration fees to up to 15 percent this year from 5 percent now and is also mulling further increases in import taxes to help reduce the ever-worsening congestion on the nation’s roads.

The Vietnamese government needs to discourage automobile imports to help bring its alarming trade deficit under control.

The trade deficit is estimated to increase to US$15.01 billion in the first seven months of this year.

Lending rates are now as high as 21 percent per year after the central bank this year raised the benchmark rate, which guides deposit and lending rates, to try toslow inflation.

The benchmark rate was lifted by 2 percentage points to 14 percent per year in June.

Sales of four- to seven-seat vehicles in Ho Chi Minh City have recently slowed.

Domestic traders revealed some of their counterparts in Hanoi were also struggling to sell 2,000 once popular low-priced cars imported from Korea in March.

Many importers blamed the government’s policies for their poor sales.

“For some models we have to pay a heavy import tax of 83 percent while carmakers pay a tax of only 40 percent,” one HCMC car importer said.

“That deficit helps carmakers earn big profits.”

But the latest figures from the Vietnam Automobile

Manufacturers’ Association (VAMA) showed sales of its 16 carmakers fell for the first time in the first half of this year.

VAMA sold 9,749 cars last month, a decrease of 1,745 units from May.

In the minivan category, sales of Toyota’s Innova, its best-seller model, last month fell to 1,415 units while purchase of GM Daewoo’s Chevrolet Captiva last month dropped to 379 units from 592.

Other models, such as the Isuzu Highlander and Mitsubishi Grandis, experienced a similar slowdown in sales, with only around 100 units sold.

“Accelerating inflation, which caused people to cut their consumption, is one of the main causes of the gloomy market,” said the director of a HCMC car importer, who asked not to be named.

Year-to-date inflation is 21.28 percent, according to the country’s General Statistics Office.

In July, inflation was 27 percent year-on-year the government said last Thursday.

Another cause for slower sales is the banks’ limit on providing loans to buy cars.

Lenders such as Sacombank, Techcombank, Asia Commercial Bank and SeaBank, who used to be eager to offer car loans, now only provide loans to clients with whom they have a “good credit relationship.”
